Background:
During the great summer flood of 2010, the major water mains that ran under the flooded rivers from one side of town to there other collapsed.
This caused five city water towers to drain rapidly virtually depleting the city's water supply. Worst, it allow polluted flood waters to get into the mains and contaminate the water system.
The city had to issue a "Do not drink, Do not flush, Do not shower, Do not do laundry, and Do not water lawns" order. Any water from the city supply would have to be boiled before using to drink or cook.
The city operated for several days on bottled water trucked in from surrounding cities. As crews gradually repaired the system, and water pressure started to comeback, they gradually allowed "minimal flushing" and very brief showers - still no watering, no laundry, no drinking.
This frontpage headline in the morning paper clearly implied that things were now fixed and you could now use the water.

The real story was that pipe repairs had been completed. Water pressure had been restored and people could now use the water - to flush, shower, do laundry, and water plants.
However, crews were still working to flush all of the water lines lines and it was
still necessary to boil the water before drinking it or using it in cooking.
Those who did not have time to read more that the headline may well have gotten sick.
